Job Requirements:


Knowledge of (Minimum Qualifications):

  5. Principles of organization and inventory management including computerized information systems.

  8. Proper handling of chemical and biological hazards and firearms
  9. Federal, state, and local laws, regulation and court decisions applicable to evidence and property handling and disposition
  10. Modern office management practices and techniques
  11. Principles and practices of sound business communications


Ability to:

  1. Plan, schedule, coordinate, and organize the work of the Evidence Control Unit
  2. Manage, lead, and supervise others
  3. Organize, set priorities and exercise sound judgment within areas of responsibility

  5. Testify effectively in a court of law
  6. Operate a computer including business software programs
  7. Establishing and maintaining effective relationships with EPD staff, members of other governmental agencies, community and business organizations, employees, attorneys, citizens, and others encountered in the course of work.
  8. Ability to work well with contractors and outside vendors.
  9. Prepare clear, concise, and comprehensive reports and other written materials
  10. Communicate effectively both orally and in writing
  11. Demonstrate good judgment.
  12. Develop and present training classes as required
  13. Maintain physical agility to move heavy objects
  14. Must be available during off-duty hours for call and to respond as required
  15. Define issues, analyze problems, evaluate alternatives, and develop sound, independent conclusions and recommendations in accordance with laws, policies, and procedures.

Job Duties:

  1. Plans, coordinates, supervises, and participates in the activities of the Evidence Control Unit within the guidelines of City of Eugene Policies, Eugene Police Department policies and procedures, ECU policies and procedures, ORS, and Municipal Codes.
  2. Prepares and manages the ECU budget and authorizes related department expenditures; manages inventory, maintenance and equipment repairs.
  3. Manages facility issues and upgrades.
  4. Supervises intake, transfer, storage, release, disposal and related procedures for all evidence and property collected by the police department.
  5. Recommends and assists in the implementation of goals and objectives; assists in the development and implementation of policies and procedures; establishes schedules and methods for providing effective services and support in assigned area of responsibility.
  6. Directs, oversees, and participates in the development of the division work plan; assigns work activities, projects, and programs; monitors work flow; reviews and evaluates work products, methods, and procedures.
  7. Reviews the work of unit personnel to ensure compliance with department policies and procedures; audits data entered by personnel to ensure accuracy.
  8. Responsible for the selection, supervision, and evaluation of assigned staff; assigns work and ensures appropriate training is provided; investigates complaints; recommends and administers disciplinary actions; handles sensitive personnel matters and recommends grievance responses; exercises full supervision over employees.
  9. Provides leadership and works with personnel to create a high performance, service- oriented work environment; participates in activities that promote a positive employee relations environment.
  10. Ensures division implementation of, and adherence to, the City's Affirmative Action and diversity work plans. Participates in the development and implementation of division wide diversity initiatives. Facilitates diversity-related staff development.
  11. Develops professional working relationships with police department staff, court officers, other agencies, and others involved in the collection and preservation of physical evidence. 
  12. Oversees the preparation of and/or prepares a variety of reports, statistics, and other information relating to Evidence Control Unit.
  13. Develops and maintains a variety of files, records and reports pertaining to unit activities.
  14. Ensures proper operation and maintenance of equipment; ensures adherence to appropriate safety regulations.
  15. Administers and maintains evidence tracking software, surveillance software and security system.
  16. Performs related work as required.
